Allow remote access to MySQL server for Help Desk Migration

Edit my.cnf configuration file, comment or delete the skip-networking line, and update the bind-address.
Allow incoming connections on port 3306 from 18.198.164.195 in your firewall.
Create and grant MySQL user access.
