To Import Contacts to Jira Service Management you must enable this setting
- Log in as a Jira Administrator.
- Go to Jira settings - Products - Configuration.
- Enable Customer Permissions.
- Go to Projects - Project settings - Customer permissions.
- Select Anyone on the web and save.
